Law Passed to Extend PTC Deadline

On October 29, 2015 the President signed a new transportation funding bill – H.R.3819 – Surface Transportation Extension Act of 2015. The bill included a provision for extending Positive Train Control (PTC) requirements by three years. We are starting to receive letters from the rail carriers revoking their plans to embargo Poisonous-Inhalation-Hazard (PIH) commodities.

Although the new deadline is 12/31/2018, under certain circumstances railroads will have the option of filing an alternative schedule for implementation no later than December 31, 2020, subject to approval by the US Secretary of Transportation. Starting in March 2016, railroads must file detailed annual PTC progress reports until PTC is fully installed on each railroad’s network.
